This position is located within the Middle East Division of the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO). Under the direct supervision of the Director/Deputy Director for the Middle East Division and reporting to the Team Leader of the Gulf Team of the Department of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO), the Liaison Officer will support cooperation with the League of Arab States (LAS). The post is located in the Cairo-based UN Liaison Office, which will draw on the overall support and cooperation from the Office of the UN Resident Coordinator Office.
Responsibilities
•Formulates political affairs strategies; develops a vision or direction for work; proposes policy directives and identifies issues, particularly with implications for regional peace and security, emerging in the LAS and related fora; analyses implications and makes recommendations on possible strategies and measures.
•Plans and implements the operational activities related to the work of the UN Liaison Office; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the Office.
•Plans, and coordinates with other UN departments, agencies, funds and programmes, as required, on matters relevant to enhancing UN-LAS cooperation and manages programmes, projects and activities requiring interdepartmental and/or interagency involvement and participation.
•Prepares briefing notes and talking pointsfor senior UN officials as required.
•Leads and directs the UN Liaison Office; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff, as required.
•Supports high-level interaction between the LAS and UN, including providing necessary administrative, logistical and substantive support.
•Manages, coordinates, organizes and supervises research on a variety of political issues related to the UN Liaison Office to the LAS
•Represents DPPA-DPO and other UN entities, as required, at LAS meetings, at round tables, seminars and conferences; maintains close relations with the LAS general secretariat and its Member States; enhances the UN-LAS partnership through facilitating institutional dialogue mechanisms with the LAS and supports other exchanges and workshops on issues related to peace and security and proposes policy options to that end..
•Formulates the programme of work, budget and medium-term plan of the Liaison Office and participates in the overall approval of the programme of work, and administrative matters concerning the Liaison Office; coordinates and oversees work of colleagues.
•Develops and maintains relations with government officials of the host country on matters related to UN-LAS cooperation.
•Performs other related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in political science, international relations, international law, history, public administration, or related fields. A first level university degree in combination with two years of qualifying experience may be acceptable in lieu of the advance university degree.
Work Experience
A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
Experience working on the Middle East or Arab region is required.
Experience in drafting analytical notes and reports is required.
Experience in serving as a liaison function for the United Nations or another international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Arabic is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
